Poundage Northern Ireland

Northern Ireland rate poundages are the multipliers used to turn a property’s valuation into its annual rates bill. For example if a property is valued at £300,000 in Antrim & Newtownabbey the rates would be £2,740.80 per annum (300,000 X 0.009136 = 2,740.80). They work as follows:

  • Domestic properties:
    1. Determine the property’s capital valuation as at 1 January 2005.
    2. Add together the Regional Rate (set annually by the NI Assembly) and the District Rate (set by the local council).
    3. Multiply the valuation by that combined rate (expressed in pence per pound).
    Annual bill = Capital Valuation × (Regional Rate + District Rate)
  • Non-domestic (business) properties:
    1. Use the property’s Net Annual Valuation (NAV).
    2. Add together the Non-domestic Regional Rate and the Non-domestic District Rate for your council area.
    3. Multiply NAV by the combined non-domestic rate.
    Annual bill = NAV × (Non-domestic Regional Rate + Non-domestic District Rate)

Each council publishes its district and regional poundages every year (usually between about £0.009 and £0.011 per £1 of valuation), and those rates are applied uniformly across all properties in that category.
